FBR Amendment Bill Passed, Providing Legal Protection to Past Orders, Notifications, and Agreements

(Digital Itla) Following the Senate, the National Assembly has also passed the Federal Board of Revenue (FBR) Amendment Bill 2026 by a majority vote. The bill provides permanent legal protection to all past orders, notifications, agreements, and appointments made by the FBR.
Federal Minister for Finance Muhammad Aurangzeb presented the FBR Amendment Bill 2026 in the National Assembly session chaired by Speaker Sardar Ayaz Sadiq. The House approved the bill by a majority vote. According to the draft, several important amendments have been made to the FBR Act 2007, including the omission of certain clauses and the insertion of new provisions. These amendments have been made in the context of the Supreme Court's historic 'Mustafa Impex' judgment. The primary objective is to maintain administrative continuity within the institution and eliminate legal ambiguities. Under the bill, amendments to Sections 2, 5, and 6 of the FBR Act were approved. The clause relating to the Policy Board was abolished through these amendments, while all past appointments and decisions were validated under the new Section 25.
