(Digital Itla) Islamabad: A sensational revelation has come to light in the audit report of the Benazir Income Support Program (BISP) for the fiscal year 2024/25. Due to flawed profiling, alongside serious gaps in government checks and systems, irregular payments worth billions of rupees were made to over 600,000 individuals, including government employees, pensioners, vehicle owners, and dual registrants. According to media reports, the audit documents revealed severe flaws in spouse data profiling within the BISP Management Information System, identifying financial irregularities exceeding PKR 25 billion across 601,850 cases.
Records show that the Federal Cabinet had issued clear directives on December 24, 2019, stating that government employees and their spouses are ineligible for the program. Despite this, under the Unconditional Cash Transfer program during FY 2024/25, over PKR 515.7 million was illegally disbursed to 12,078 government employees, pensioners, or their spouses. Among the active government servants who received payments, 673 employees from Grades 1 to 16 received PKR 25.20 million, while 8 employees from Grade 17 received PKR 0.09 million. Additionally, 9,124 spouses of Grade 1 to 16 employees were given PKR 402.80 million, and 87 spouses of officers from Grades 17 to 20 received PKR 2.54 million.
Similar irregularities were found in payments to pensioners: 218 retired personnel from Grades 1 to 16 received PKR 7.41 million, while 22 retired officers from Grades 17 to 18 were given PKR 0.70 million. Regarding pensioners' spouses, 1,847 spouses of Grade 1 to 16 pensioners received PKR 74.16 million, and 107 spouses of retired officers from Grades 17 to 20 received PKR 2.81 million. Following these severe financial irregularities, the Departmental Accounts Committee took immediate action, ordering the immediate blocking of the accounts of all ineligible beneficiaries. The committee has issued strict directives to BISP authorities to ensure the swift recovery of the illegally transferred public funds from these individuals at all costs.
